I can't try this due to lore concerns, but I CAN suggest that Psionics IS lore friendly, so long as it causes madness or similar effects, even psychedelic or lovecraftian images as you use it. Psykers existed in fallout 1 (but were primarily super mutants), so I think the framework this sets up may be a good start for a similar mod featuring Psionics in Fallout:NV. The idea isn't lore friendly, but it's a good start towards doing something that is, and I can get behind that.
