FYI for.. anyone. This is how Fallout 2 worked. Certain dialogue options weren't available until the character met the skill/stat requirements and there weren't any brackets next to the option telling which skill/stat enabled that choice. And even then the success of that option wasn't guaranteed. IIRC, the higher the Speech skill, the higher the likelihood of success, in combination with Luck. So sometimes you'd need all three - the skill, the Speech skill and Luck. EDIT: wait, damnit, Charisma.. possibly also Luck
BTW, I loved the comment about Empathy (it's an actual perk in Fo2)
Enough history lesson, time to try this, then reminisce some more.
A possible bug I've found is it crashes when Oliver Swanick starts talking to me as I first arrive in Nipton. I was able to do so after disabling the esp. Also I don't think it was conflicting with anything I'm using since it was the lowest in my load order that changes dialog.

This is strange, because in my playthrough with several mods installed it would work just fine. I'll look into into it next time when i play fnv.
The mod will also probably require an update when next patches are released
