remove quest item status for many annoying useless quest items

In a similar vein to my motor-runner helemt, rocket toy and camera remover, I decided to just remove quest item status for almost everything.
WARNING: Dropping some items may crash the game becuase they do not have a world model.
Obviously, quests cannot be completed without these items, so don't lose them!
Use this only if you are sick of seeing Leigon raid plans and NCR radio parts your misc tab.
