The weapon is called the Oliver Anti Material Rifle, and it's used by an NCR Sniper at hoover dam, the player needs to fail the speech checks against Oliver to acess the cell in whitch the sniper using this weapon is found, if you kill him, his body will contain a normal Anti-Material Rifle, while his corpse will still be holding the unique one.
Go into the Hoover Dam Visitor Center, go downstairs two levels, and head south out to the west wall balcony of Powerhouse 1. Go south along this balcony until you reach a locked door into Powerhouse 2. Go down the stairs next to the locked door, to the floor of Powerhouse 1. There is another door here in the center south wall, with two red lights over it. Go through this door into Powerhouse 2. Head south to the middle of Powerhouse 2 and go up the stairs to the east, to the east wall balcony. To your left, you will see a door in the east wall labelled EXIT. Go through this door and you will be outside, below the dam wall. It's worth coming out here just for the view! Head south until you reach the very end of the platform, and the crate is there.
