Lockpick 75 needed to open the crate.
[This rifle actually exists already in the New Vegas G.E.C.K as a non-playable item with the EditorID "VHDOliverSniperAntiMaterielRifle". It is somewhat more powerful than the stock weapon (e.g., Damage Per Shot of 150 compared to 110), but for some reason the Name property is still set to plain "Anti-Materiel Rifle".]
