   My idea would be: edit the ID of the VendorAmmoSpecialAll to VendorAmmoSpecialAll2 or another unique name, and add that to the gunrunners store, No incompatability guaranteed

   No, it was already selling JHP, just in tiny amounts (like 20-30 rounds). Now it sells mainly regular .45-70.
   
   There is a crafted-only .45-70 ammo, but it's not JHP, it's SWC I think.

   I like the thought of him selling more normal and hollow point ammo, but the JHP is supposed to be crafted only, if I understood it correctly?
