Yeah, I never found myself using chems in the original Fallouts either. However, New Vegas has added a good deal of chems, that significantly improve your odds.
Thank you for the endorsement I must admit, I didn't use chems in Fallout 3 apart from as a source of caps (I wonder what Moira did with them all, the crazy part weasel) but NV has made me want to use them more. Plus, Cateye is an awesome chem.
