Mmmm, if you're using New Vegas Landscape Overhaul Re-Remastered there's a minor conflict at the front of Primm with a Z-Fighting sidewalk. I have absolutely no idea why populated wasteland adds in a texture to Primm but it is what it is.
Just an fyi, if you download this mod, don't expect to enjoy your game. It will literally break the games balance in places like Primm to the point of absurdity. You get detected in the town while trying to hunt down Benny and about 50 convicts come rushing at you and you'll basically want to kys even more than you already do.
