   Truly a good work. I personally enjoy the Legion and I`m glad to see a playable character from their faction. Thank you.

   You find him where the game originally set him at. You should try Fallout NV wikia, it has better explanation on the locations.

   He doesn't turn into Lanius, he just has all Lanius attributes, gears, abilites, combat style and everything. He still has Arcade's script.
   
   There's another version that use Raul instead of Arcade.
