I have noticed that the mod suffers from the "death by starvation" thingie while waiting/sleeping that other mods that changed the time scale also have had, just FYI.
Comparatively the stimpacks are rather light. I don't usually carry more than a few around, its all a matter of give and take. You can carry less ammo, or more weapons, or less armor, etc... It's kind of like Diablo where you had inventory management, you tend to focus on what you'll need.
Also its meant to steer you away from pack ratting, or more specifically, taking everything just because you can. Instead you have to evaluate your play style and look for the things you want and need. If that's stimpacks, you have to give up grabbing every weapon you find (as an example of course, you can obviously pick up whatever ).
I like the idea. I'll be tracking this one for sure. One suggestion though; Keep the stimpaks fairly light, so you can always carry a decent amount around with you.

No Perks, I'm really trying to get 1 skill point per 1 int. It seems no matter how I change iLevelUpSkillPointsInterval and iLevelUpSkillPointsBase can't get it to go any lower even with it last on my load list.
*It also could have been me messing around that got that number*
It seems I have it set at 1 base, 2 per INT which would come out to be 11 for 5. If you have the perk which gives you additional skill points, that could be the reason. I admit that number is wrong, I'm not sure why its set like that right now.
The name is in reference to 'Outlander! We have your woman outlander! She still lives!', which comes from Children of the Corn and, well, South Park. I doubt the reference is immediately obvious, but I assure you that is its origin.
Right now I'm trying to scale back some of my changes as reassess the direction I'd like to take. The spirit is correct but I'm not sure I've made the right changes in the right places.
Thanks for your support, and I appreciate your following my work.
I am interested in this mod, and will be downloading soon, my only problem currently is it's name.
It is my belief that the mod should be named "True Wastelander"
Due in the fact that the point is to recreate that which was false, in this case the ability to withstand 300 pounds of weight while traveling long distances.
So in turn, "True" would imply that their is a "false" as previously defined.
Although this is a simple difference, it is significant to publication, popularity, and not to mention recognition for this mod and it's respected creator(s).
I hope this will assist in those aspects, and you will consider my stance and opinion.
Thank you, for this wonderful mod.
I would hope to see more from you in the coming future.

Thanks for checking into it.
Good catch, I'll be sure to make that change.
