In Vanilla VATS mode NPCs move really slow And PC moves were faster then NPCs so there is a mod to Speed up VATS in all meaning.
Now everyone moves with Realtime speed.
No more Slow-mo in VATS mod.
Makes FNV slightly Harder.

Main Speed Multipliers:
Global:100%
Player:100%
Target:100%

Exceptions:
-Grenades: Target moves with 10% of Global speed.(Other enemies moves with 100% of Global speed). Now you actually can blow up your target.

Update:
-Now Target moves with 10%(almost default for grenades) of Global speed when Player throw grenade.
-fVATSCamZoomInTime set to 0.250(0.750 Default) / Faster Zoom/Switch target in VATS : 300%

P.S. When multiple enemies are present and you trying to throw grenade, only targeted NPC will be slowed down, others will move with global speed.
Some kind of game mechanic limits that i can't overcome. Its the same in Vanilla.

Main Speed Mltipliers:
Global:5% / 0.0500
Player:100% / 20.000
Target:0% / 0.0001 - So, it means 0.0001% of Global speed, and global speed is only 5%, which means that target doesn't move at all.

Some explanation:
-Player multiplier is Capped on 20, which makes it impossible to make 0% Global speed and 100% player speed in the same time.
I need at least 100.00 in player multiplier cap, only then it'll be possible to achive 1% of Global speed and 100% Player speed.
-Global speed is Main multiplier, so multiplier formula : 0.05*20=1 - player movement speed i.e. 100%, and the same for Target.
-So, enemies except Target(enemy you targeted in vats and attacking atm) moves with 5% which is lowest value i can actually reach.

Exceptions:
-Grenades: Target does not move at all.(Other enemies moves with 100% of Player speed)

Change list:
-fActionPointsRestoreRate set to 0.03(0.06 Default)/ Slower Action Points recharge rate : 50%
-fVATSPlaybackDelay set to 0.04(0.17 Default) / Faster Cam playback after shot/kill.
-fVATSCamZoomInTime set to 0.250(0.750 Default) / Faster Zoom/Switch target in VATS : 300%
-fVATSGrenadeChanceMult set to 2.0(1.0 Default) / Grenade Accuracy in VATS set to : 200%
-fVATSHitChanceMult set to 2.0(1.0 Default) / Weapons Accuracy in VATS set to : 200%
-fVATSMeleeMaxDistance set to 450(300 Default) / Melee/Unarmed attack range in VATS : 150%
-fVATSMaxEngageDistance set to 10000(5000 Default)/ Increases range when VATS can be activated : 200%

HotFix: Messed up with AP restore rate value, fixed it and uploaded back. Enjoy.

I changed value of "fVATSPlayerDamageMult", now player gets 100% damage in VATS mod instead of 75% which is FNV default.

Very Slow - 25%
Slow - 50%

Cause of Cam timings, Realtime versions of fast vats doesnt requires playback at all, its already as fast as possible.
Alternative version of cam playback delay. Pick one that you prefer.
Fastest - 0.001 - For those who dont want to wait after shoot/kill at all. Can be very helpful sometimes.
Decent - 0.050
Default - 1.7

Simply changes speed of Zoom when you activating Vats, as well as helps you to switch your target faster.
Fastest - 0.001 - Almost not noticeable if you compare it with 0.250 version.
Fast - 0.250
Decent - 0.500
Default - 0.750

Increases Distance when you'll be able to Engage your Target/Activate Vats.
Default - 5000
Decent - 10000
Distant - 15000
Very Distant - 20000

Changes accuracy in Vats, so now you can actually kill something on the Decent range.
Pick one you like:
Default - 100%
Decent - 200%
Distant - 300%
Very Distant - 400%

Now you can perform Melee/Unarmed attack on different distance in VATS.
Pick one of those:
Default - 300 / 100%
Decent - 450 / 150%
Distant - 600 / 200%
Very Distant - 750 / 250%

Installation:

Put 1 of Main files to Fallout New Vegas/DATA folder.
Alternative Plugin must lie at the bottom to overwrite Main file settings.
If Alternative Plugin contents nothing that changes Main's file Value then it can be sorted in any order.
Alternative plugin can be used with/without Main file.
