Why not to use [Controls] section of FalloutPrefs.ini? Hotkey1=0002FFFF Hotkey8=0003FFFF Hotkey3=0004FFFF Hotkey4=0005FFFF Hotkey5=0006FFFF Hotkey6=0007FFFF Hotkey7=0008FFFF Ammo Swap=000E0201
That isn't completely right. It lets you use the 2 button again but then you can't use anything for swapping ammo. I screwed around with it for a bit and this seems to be working fine:
Hotkey1=0002FFFF Hotkey8=0003FFFF Hotkey3=0004FFFF Hotkey4=0005FFFF Hotkey5=0006FFFF Hotkey6=0007FFFF Hotkey7=0008FFFF Ammo Swap=0009FFFF
It absolutely refuses to let you use Hotkey2 but doing it like this lets you press the 2 button for Hotkey8, so 2 will work normally again and 8 will swap your ammo.
I don't know what genius decided it was a good idea to rebind a commonly-used hotkey and then make it difficult to change it back to normal but I hope I never have to use another UI that he's worked on.

YES! You can change the ammo swap key, but you can't use the most critical fracking hotkey for something useful - I don't know, like my pistol? 1 is bullet time, 3 is sprint key, until FOSE comes out. Otherwise, it's 1. Assault rifle, 2. Pistol, 3. knife, 4. Shotgun, 5. Sniper Rifle, 6. stimpack...
That annoyed me terrifically. Macro to 8 key is perfect.
