Looks like you're using the wrong entry point, if you look at the Educated perk it uses Adjust Gained Skill Points by 2.0 which adds two skill points on level up.
However with your trait you use Adjust Book Skill Points by 2.0, which is what Comprehension uses, and by doing this you're adding two extra skill points upon reading a permanent skill book, not while leveling.
I fixed this in the .esp I downloaded, but you might wanna' fix it for the people downloading that don't know how to.
That's because when you're given the option to reset your traits it goes through a list of vanilla traits and removes them 1 by 1; so my new traits are not removed. Its a simple bug to fix but I'm kinda lazy at the moment
