The Chinese Pistol from Fallout 3 is actually a lot closer to a Shansei Type 17, which is a copy of the Mauser C96 that uses .45ACP ammo. I think there's actually chinese symbols on the texture for the gun. Maybe you could do an optional .esp for that with the .45ACP ammo from Honest Hearts?
After a bit more looking at them, I doubt that they can be made to use iron sights without editing the mesh. They just weren't made for that. E.g., for the G3 you'd basically be looking through a metal plate.
Which probably explains why Obsidian chose not to use them in New Vegas...
EDIT: just to make it clear, though, although personally I don't like the iron sights view anyway, I'm not fundamentally opposed to giving them such a view if people want it. Well, and if anyone tells me what I have to do for it.
