For those, including me, who this mod never actually worked, that is the skills were never saved above 100 for real, there is actually working one:
    Limitless Stats

I figured out that the mod manager download doesn't work. You have to manually put it in menus folder like it says on the page.

i made a version for vanilla ui plus(used version 8.70) for anyone who want's it no need to credit me, it took all of 5 minutes to find the 3 differences between this mod and vanilla then merge them into VUI+
and i gave it a proper folder structure

It doesn't actually do that, if you type "player.getav [skillname]" in the console it will show the actual value of the skill! Since the game isnt really meant to go over 100 with the skills it doesn't save on the levelup menu or the pip boy, only way to see the real value is with console commands.

I hoped that the mod would also save your skill points for later use when you skip. It does not. Would've been nice, since that's about the only reason in my opinion to even have a skip feature. As to do the skill, perk and special allocation at a later point. Have looked around, but not find such a mod. Anyone got any recommendations?

Actually I found a solution for those who use Vanilla UI Plus. (I personally use Mod Organizer 2)
You simply just have to replace the file from this mod (levelup_menu.xml) with the same file but from Vanilla UI Plus.
    So there is an instruction:
    1) Open Mod Manager 2
    2) Find Vanilla UI Plus and double click on it
    3) Click on the Conflict section
    4) Find a levelup_menu.xml and open it in Explorer
    5) Replace the levelup_menu.xml from this mod
*** make sure you save the original file from Vanilla UI Plus as a backup ***

This may seem a bit... gauche.. and I'm sorry if that's the case but I'm wondering if anyone here can be very specific about which values this mod changes.
I'm combining darnified UI with more perks, I'm not sure which of those is conflicting with this mods functionality but if I had to guess it would be Darnified. I'd really like to do the edits to my already Darnified menus file, so if I could get some help identifying exactly which values would need to be changed I could resolve the conflict myself.

    Pretty please?

Dear people that found out how to fix not being able to level your skill past 100 or the continue button being greyed out:
Please, for the love of all that is holy, tell us how you fixed it.

You had to actually Extract the .xml files and place them in your installation -> Data -> Menus directory.

Buttons greyed out, can't use, this has been a problem since release, I've been using it since 2010 and it has NEVER worked.
