Just a suggestion: I had 2 computer programming classes, both of which used visual basic. The language is C++, so finding tutorials for that (if you haven't already) might make the learning process much quicker as well as (possibly) lowering the learning curve. Also, I have kept up with the programming so feel free to contact me if you need any assistance.
If you like to do some programming stuff for this project you can give it to me. I'll gladly do it in my pastime because I'm so addicted in creating kickass characters in nv. But I need your expertise in calculating stuff though (documenting it) and I'll cover the software.

I'm currently learning visual basic off the net and writing this spreadsheet into a user friendly program that will work just like character generation and leveling in New Vegas including calculating perk requirements, etc.
I'm not sure when I'll have this done since I'm learning as I go and I'm trying to make it as bug-free as possible. I'd say sometime by the end of the week is a possibility.
Thanks for the comments. I added in comprehension and fix the perception issue I believe. Sorry, I kinda was whipping this up before I went to bed last night and might have been causing more issues as I was clicking around playing with it.
Hopefully when I was experimenting with drop down menus, etc, before I created a new file, I didn't change anything in the new version I just uploaded.
Right now, I'm trying to make this into a full character creation sheet but it's taking some time since I'm anal how it all works.
its pretty good and easy to understand, one problem I had was that the perception implant doesn't work properly, as well as what rootbiscuit said about comprehension, but still you did an execellent job edit: two extra things as well, melee skill doesn't seem to be affected by strength and the skill sheet doesn't add in the addition skill points by the implants
Yeah, I noticed before I went to sleep last night that I missed that. Right now, I'm redoing the formatting and making it more like a character builder so bear with me. I should have a new one out later today with all the perks/traits available to choose from and corrected values for the Melee books.
The only problem I've found is that you seem to be assuming that everyone has the Comprehension perk. The sheet is allowing 16 points from books when they're worth 3 skill points each (without Comprehension) and there are 4 per skill (5 for Melee and Science, potentially according to the wiki).
Of course, I could be wrong about the number of books!

I tried fixing the Educated bug myself but couldn't because the cell was protected (for a good reason).
