I know this is like 3 years too late, but actually yes-- but it's a bug I've observed and not any actual wanted feature. The mod accidentally tries to put hair on Jason Bright's head, which may also be connected to flickering textures on his head and him being a glowing ghoul-- don't think glowing ones are supposed to have hair on their head and so the game doesn't quite know what to do with it. It's the only abnormal thing I've noticed about this mod, but considering how old this is I doubt it's going to get fixed since its impact on gameplay is minimal. (Tested with other mods, without other mods, with all files validated both times, same issue in all situations)
