This was a while ago, but on the off chance that you're still struggling with this, have you opened the launcher and checked the box for the .esp in the data files section? Sometimes it's easy to forget that you have to activate the .esp after adding it to the data folder, just like you do when you activate/deactivate DLCs.
LOL This ^ This right here is why I went looking for a mod like this. I love New Vegas, but I can't do anything with it's presets. Fallout 3 made a few poor design choices, but their character presets were good foundations.
Hm, do you thnk it's possible to do the same, but in reverse for Fallout 3? What I mean is Fallout New Vegas' face presets to Fallout 3. That would be awesome.
