You should push a lil' more further XPBump for hardcore players-Hard or Very Hard setting on Hardcore mode. It's not impossible to edit the xp for killing. I'm pretty sure there are global variables for that. Something along the lines of iXPRewardKillNPCVeryEasy exists in the geck.
But, I just reread the posts below. Yeah, it kinda is impossible to change it on a NPC to NPC or creature to creature basis. But you still could lower (or raise) the XP gained from killing using the globals above.

Shouldn't be too hard to reduce the amount of xp per kill. I'll look into it. But I've actually started playing the game now.
Well it's kinda impossible at the moment to modifiy XP gained from 1 npc or critter. But, I have uploaded a couple of files. Both grant 50% less XP from hacking, lockpicking, and killing anything. If that seems too much I can toss up a couple of others.
I wish I found this mod BEFORE I was level 28. I've only done like 37 quests and already I'm too baddass. Hey, can you make an optional mod that reduces XP gained from combat? I often run from hostiles but Veronica and Ed-E just loooooves 'em. 2-3 xp from combat across the board is good for me. Except Deathclaws. That needs to be 5!
Glad you liked it. Now that I'm past primm, I'm looking at increasing the 'random' chance of spawns and attacks requested earlier. But it'll probably take awhile.
