Problem is, those heads were matched to human body and skeleton. It'd be much easier to create a "fake" half-orc race using human body as a base and set it in 2da files to use heads with those prefixes. On the plus side, a race can be oversized and made bulkier with non-proportional scaling in 2da file and human body base at least has all armors and animations. I mostly had Pathfinder half-orcs and hobgoblins in mind when making those heads and those were humanized in art.
