A direct extraction of the magic clouds and crystals popped underneath the flying rocks of Ostian to make them look a bit more mysterious. Might have a performance impact. Works for all languages, as it just contains additions to the Nehrim worldspace.

As this is just a graphical enhancement of the flying rocks in Ostian, it should work for any version.
Story: As seen in the screenshot, it just enhances the visuals of Ostian's flying rocks, to give them a bit more mysterious, magical appearance. These changes got directly transfered from the german mod Nehrim Expanded developed by AltDunmer and Tealor Arantheal.
I somewhat missed these overkill glowing effects, as I got used to when I tested their mod. XD
