Should be in the core game. I never understand why, in a single player game, it would matter to the devs what players name themselves.
If there are to be any naming rules it should be against netnames like "cooldude85", common nouns, or names that aren't friendly to roleplaying within the environment. Nanny policies have no place in single player games.
