You might have been on the 1.0 version of the mod which is broken, I tested this on 1.1 and it works just fine. Some things to note are that the flags only appear during the day and if you look at a flagpole they will only appear once you look away. EDIT: The issue might have been that I forgot to include the assets with the last update, it has now been corrected.
