Unique plate for every time you start a new save. i.e if you install this mod and save the game, the license plate number will be saved, and every time you load the game it will load that license plate number. If you delete the mod savefile (SatsumaPlateRandomizer.bin) or start a new MSC game savefile, a new plate will be generated.
Basically, a license plate number is generated for each MSC game savefile, and is persistent through that savefile until you start a new game or if you delete the mod savefile.
