Always allows recruiting of first tier in settlements and cities. Increases relation on recruiting with the noteable by a reasonable ammount. It only affects the player not NPC`s. So raiding villages has not such a huge impact and it reduces the grind.

Always allows recruiting of first tier in settlements and cities, no matter how bad your relationship is with the noteable. Increases relation on recruiting with the noteable by a reasonable ammount. It only affects the player not NPC`s. So raiding villages has not such a huge impact and it reduces the grind.
