after a bit of fiddling around i got it to work on 1.2.9 it seems you dont need the ''command system'' at all and you cant because that version is on 1.0.0 if you do use it the game will crash when getting into battle. removed the command system tried again and it worked. here is is my modlist and it all works.
EDIT : if it doesnt work. unsubscribe to Harmony / UIExtenderEx / Butterlib / MCM and resub again to update anyways thanks for keeping this mod updated cant wait for the devs to release another 1kb notepad patch just to break every mod.

Irrelevant. Or referring commanding the battle. You can command your armies anyway, either 1st person to RTS using F10 or just the RTS camera. You don't need anything. Or it's been left there since the old version of the mod.

you need to have harmony 1st in the launcher mod list, and UIExtenderEx just after it but before native modules you can place RTS camera after natives modules
also if your game crash in battles when you die, you need to uncheck "control ally after death" in mod options "L" in battle

working nicely in 1.2.9FYI if youre using battle mini map 1.2.x load RTSC after it and it won't crash.
Edit: The game freezes forever in battles if you go to rts camera mode. Forcing you to close game through steam or task manager. Please fix.
The mods requirement is not mentioned in description...
For the moment I have played between 5 and 10 battles (siege and plains) without a crash
Without Harmony and UIExtenderEx I couldn't launch the game
