If you do not see added speed when you hover over your party's speed, then it means other mods are interfering. There is a simple fix - make sure that this mod is loaded as the last one.

While it adds scout bonus it breaks "sheperd" and I ended up with 3,1 speed instead of 4,32 without mod. Didn't play long enough to see if I'll get errors mentioned below.
Hey, When trying to recreate your problem interesting thing was that most of the times "Shepherds" skill worked as intended, but in few instances it didn't and gave negative speed amount. I believe I found problematic spot and fixed it in the newest version (v1.1.3) of this mods. I tried several times with only this mods, with all mods and without any mods and this time "Shepherds" skill is always working. Try it out for yourself and see if it has been fixed. Will be waiting for your feedback :)
Inside mod folder there is file called CTXP.config. There you can change what parties get this "buff".
#### Speed bonus effects specific Groups # add a number for groups which you want to apply Bonus to. Multiple numbers are separated with ";" # 1 - only your Main Party # 2 - only your Family # 3 - everyone, if possible # 4 - all Lord Parties SEMSappliedto=1

From this I can not find a line that could be faulty. If you get the error again try expanding it and capturing all of it. If you can not do it, then maybe bannerlord saves such errors in log/troubleshoot file somewhere in installation folder.
Edit: I have played for over 20 hours myself with this and other mods and I never got the error
