You can change the speed bonus factor yourself by adjusting SEMSFactor value in "CTXP.config" file which can be found in main mod folder
In the same file you can choose to what parties this speed buff applies:

It's my first time touching C# or trying to edit/fix any of the mods. It's working for me, hopefully it will work for you as well

# IMPORTANT! Use . instead of ,
# [Scouting perk level] * [scouting Effect Factor] = [Speed Bonus]
# Example : 200 * 0.006 = 1.2 /that means a Speed bonus of 1.2 when Scouting is level 200

# add a number for groups which you want to apply Bonus to. Multiple numbers are separated with ";"
# 1 - only your Main Party
# 2 - only your Family
# 3 - everyone, if possible
