This does not work for me using Harmony 2.3.0.198. Although I do like the idea of it. I suspect that an update somewhere down the line has nerfed it.
The actual cheat that I think is in use is enable cheat mode, i.e. "config.cheat_mode 1" via the console. Then when clicking on the Map (Left CTRL + Left Click), it seems to like a clicking on a free space on the map, not a city as I first tried. Clicking just outside the city works fine.
Doesn't seem to work for me either. Harmony installed and updated, game version 1.1.3. Tried going to the main-menu and back but no luck. Ditto for restarting the game. Also tried creating a new game just in case, but that didn't work either. Maybe one of my others mods has a conflict, kinda hard to test though because I have quite a few mods installed.

Works with 1.2.9 and with Harmony 2.3.3
only time there was an issue/crash was when teleporting without leaving a city, but other than that it works great
