i recommend using Vortex to install the mod, you can find it here: https://www.nexusmods.com/about/vortex/? Latest mod version works with the latest game version both in sandbox and campaign, but will not work if you resume a save started without this mod.

I would check if any other mod is changing spclans.xml, spkingdoms.xml files, which might prevent this mod from working.
I had a same problem with my save data.
