It turns out the previous mod was actually mostly fine, but sometime between that mod's release and 1.7.1, a bug in the core game's xml parser was introduced, which caused a crash when this mod was enabled. All I've done is rearrange the NPCCharacter xml to get it to load, and remove a civilianTemplate argument that appears to no longer be used in the base game, and having it there was causing crashes.
