Add some tweaks to arenas and the practice fights allowing:
+ changing the maximum bet amount in tournaments
+ changing practice arena combat xp multipliers (default 1/16)
+ changing tournament combat xp multipliers (default 1/3) -
Allow individually enabling/disabling specific perk modifiers, to avoid modifying all of the perks if you want to only change a few from one skill tree

Add mod options to allow for perk modification of 38 more perks. The only perks not able to be modified are now ones without any numeric modifiers (such as the smithing refining perks).

Add more perk tweaks for throwing's impale perk:
+ allow javelins to penetrate people like ballista bolts
+ optionally allow only a fixed number of people to be penetrated -
Better handle disabling javelin impale perk modifications when disabled in the mod options
