    After I install the mod, I can't create an archive. I'm not sure if it's related to the Fixed Formations Class mod

    would this work on tier 5,6,7 prisoners?

      I believe so, although I haven't tested it. Be aware that the unmodded game gives tier 5, 6 & 7 units a 0% chance of defecting, so some other mod would have to change that behavior for it to be possible.
