Level ups them all ~x1.5-2.5 and adds and randomize most of theirs gear, according to their class which was often not the case in the vanilla game. Just to raise a difficulty a bit. And they will respawn, so you can kill them all without regret of making game world more empty, lol.
Mod also replace spelllists of almost all "wild" magician NPCs. Adds good packs of useful spells: standart destruction spells\summons\paralysis\etc, nothing really special, but not sixth barrier in 5 level mage's spell list, or some "drain personality 1p" shit, like it was. I think this is why ~95% of magician NPCs are basically just punching bags...
And also mod buffs a lot of "bosses", like vampires or those you have to fight with on the arena\guild masters\Umbra\artifacts keepers\etc. They has leveled up ~x2-2.5 and got permanent regeneration 1hp, and mages got couple of nuke spells or a double summoning spells, stuff like that.
Oh yeah and the "gods": Dagoth Ur, Vivec and Alma became ~x2 stronger.
With this one game world became a bit more alive and replayable. And challenging.
