Removes fatigue from running, jumping and swimming outside combat, along with the encumbrance penalty on movement speed.  All of these values are restored fully when in combat.

This lets you have the full intended effect of your character's stats on gameplay in combat while allowing freer movement outside of it.  The MCM menu lets you pick which movement kinds to relax the rules for.

The mod sets the GMSTs below to 0 while outside combat, restoring them when in combat to the value they had when the save was loaded.  The values shown here are the game's defaults.

fFatigueRunBase = 5.0
fFatigueRunMult = 2.0
fFatigueJumpBase = 5.0
fFatigueJumpMult = 0.0
fFatigueSwimWalkBase = 2.5
fFatigueSwimWalkMult = 0.0
fFatigueSwimRunBase = 7.0
fFatigueSwimRunMult = 0.0
fEncumberedMoveEffect = 0.3

The Encumbrance setting makes you up to 30% slower when at full encumbrance.  For all the other settings, Base is the base stamina drain while Mult is how much of a factor your current encumbrance ratio plays in stamina drain.  For reference, the default stamina regen rate is 2.5 + 2% of your Endurance.  So walking is neutral for stamina regen (2.5 drain, 2.5 gain) other than what your Endurance gives you.

Finally, note that the mod captures the values of these settings when a save is loaded, so it will work with mods that tweak these values before the save is loaded.  Any changes made while you're playing will not be seen.  I don't know of any mods that tweak these values on the fly.
