I have been messing with the cs for some time editing other peoples mods to my liking, but this one i made myself and I haven't seen anyone else make a mod like this, so i'm posting it. The scripting for this this was learned (basically copied) from kreeps and endienessdragon. I use openmw, so the mod is made for that.
Makes sneaking faster by increasing the fsneakspeedmult gmst to 1.5
Raises or lowers your speed depending on what weapon type you are holding. fists count as medium weapons... i don't know a good way to fix that sorry.
