Sadly not; the plugin requires the .esm file as master. Which is a problem since some variants of RP's plugin replacer like vanilla-style heads and no kids only exist in .esp form.
It seems that, at least on the vanilla engine, the game still checks for an .esm when the file has the .esp as master. I'm no expert but I think with the way Morrowind was set up only an .esm can be a master. Maybe someone else has had better luck with this than me.
So unless I'm mistaken what we would need is for RandomPal to make the alternate plugin options available in .esm form as well
Ah, from googling it, that does appear to be the case with the Vanilla Morrowind engine. It does work on Open MW.
I have a test version I just created and wonder if you could try it on the vanilla engine? Since this patch is only landscape changes, I removed the reloacated version from the masters entirely and it does still work in Open MW using the ESP version of Random Pal's mod.

I gave it a whirl and it does seem to get past the "missing master" error now! Unfortunately the game then closes shortly after due to errors it finds within RandomPal's plugin itself, so I might not be able to test your landscape edits unless I go in and try to fix those.
The contrast between the two engines is quite funny, with the original being extremely sensitive to plugin errors and OpenMW arguably being *too* forgiving, haha.
