Overhauled Guard stats. All Imperial guards and archers are reduced to level 15. The Old Ebonhert "Palace Guards" and "Justice Guards are reduced to level 20. Randomised weapon lists are more simplified. Imperial Guards use Broadswords, Shortwords and Spears. Navy Guards use Shortswords, Axes and Spears. More specialised weapons are reserved for named characters.
Added "background" topic for generic Imperial Coast Guards.
