If you have this mod and Lucevar's LDM - Context Matters, then you do not need any of the other FMI mods.
The inconsistencies module of this mod essentially includes all the FMI components that were not included in Lucevar's mod. It also includes some things that were not given solo releases.
Small bug, but I think one of the plugins is causing Asciene Rane (NPC that takes you to Mournhold) to roam even though she's not suppose to. Happen's when 'INCONSISTENCIES - Part 1 or 2' are enabled.

I personally think the Hospitality Papers fix in the second plugin (patch for purists adjustments) may go a bit too far. Changing 'do not' to 'does not' is a straight-up correction, but the rest was actually correct / a non-issue to begin with which is why I imagine PfP probably didn't touch it. I'll try and explain:
“Provided that if the said %PCName the %PCClass, %PCRace do not from time to time during that time, well and truly observe the Collective Articles of the Council of the Great House Telvanni, then this License shall presently cease, and be utterly void.”
This, as it is in vanilla, is essentially an addendum to the whole papers. In short, it means 'However: If PCName does not from time to time follow our laws, then these papers and every privilege previously described will cease and be void'.
It's definitely worded a little weird and stuffy in the vanilla, but the only real issue seems to be in the tense of do/does. The note was never saying that observing the rules will void the papers, it simply said that if you don't from time to time observe those rules the papers will be void. Worded a bit stiffly, perhaps, but not an error and I'd argue is more flavourful in how it feels like slightly confusing legal-contract-speak.
I can't remember what my mod changed it to but your fix of changing 'Provided' to 'However' would also work. Provided denotes a condition of the law, however, an exception.
I'd argue it works just as well with provided, especially given it's preceded by a semicolon. Essentially, 'You can conduct your business in Sadrith Mora; provided that if you do not from time to time follow our laws, this privilege will be null and void'. Following the laws of Sadrith Mora seem like a condition more than an exception, I think? It works as 'Provided that if... then'. It would definitely be wrong if it said 'provided that... upon which' without the other additional tweaks you made, but since it says 'provided that if... then' it sort of works as it is imo.

It seems like the Part 03 requires the "Flies" mod to work properly, rather than just being a suggested addition. There's a mesh over the skeleton in the pool at the back of Addamasartus that will pop up as an error if you don't have it installed. Is that intentional? It's not a big deal for me, but the description makes it sound like it's only recommended.
I can't think of any reason why that would be happening off the top of my head, unless you have some version of the flies mod partially installed, but for now I've changed the description to say mandatory just in case.
It will be the place where it is updated, the smaller components will probably not be. Any further work I do on the project will happen here. There is more work to do, I have been hit with something in my personal life that has removed my impetus to mod at the moment. I cannot forsee how long that will last.
I'm not entirely sure which aspect is to blame, but Part 03 - Graphics and Sounds may have compatibility issues with the openMW 0.48 release and openMW 0.49.0, revision 710aa9ad4f. I'd been having a freeze and crash every 30-60 minutes or so until I disabled the Graphics and Sound esp. AMD RX 7900 XTX, Adrenalin 24.12.1 drivers. Can't say for sure if the same issue exists for nVidia users.
I asked the OpenMW folks to see if they could replicate the issue and they couldn't so im not sure what to do. Are you running it without any other mods, just in case it could be something else in combination?
Can you please describe a bit more about how/when this happens?
Is there any consistency to the freezes/crashes? Or is it random?
What other mods are you using?
Does it happen with just this mod (specifically the Graphics and Sounds option)?
I have an AMD GPU and couldn't reproduce this but I'm using Linux so that could be a factor. In any case: all crashes should be reported to the OpenMW project, it'd be really great if you could do that.

Thanks all, I have been in touch with the openMW crew. I'm also gonna rescind this post, as I've had quite a few more crashes since disabling the mod. At this point, I suspect that more than one thing is causing my instability.
I've noticed that this mod doesn't seem to include Nerevarine Service Refusal and FMI - Alice's Package at https://www.nexusmods.com/morrowind/mods/49528?tab=description & https://www.nexusmods.com/morrowind/mods/48003 Perhaps they could be included since they seem to fit in with the scope of the Inconsistencies mod?
FM makes no world space edits as far as I remember so should be fine in that regard but this reminded me that BCOM does have a fair bit of new dialogue added. A quick look with the CS and with TESPluginConflictDectector suggests no conflict. I've also contacted RandomPal who also thinks there shouldn't be conflicts. But I will also try to do a deeper investigation at some point.
