      Trerayna Dalen and her group are like protesters. One of the Tel Branora guards can give you a quest to kill them for 1000 gold.

      Trerayna wants to take Therana's spot, so she and her goons are Loitering With Intent. Since she never actually does anything about it, I have to assume the plan is "hope a wandering murderhobo adventurer will kill Therana for me and then I can take her place."
      
      Fun fact, Alice's Therana vs Trerayna mod lets you make her strategy work by promoting her to Mistress of Tel Branora if you're the Telvanni Archmagister.
