Just because it says barrier doesn't mean it'll give armour... its intended effect is to make enemies take damage when they hit you along with giving you a fire resistance type effect. The REAL problem with it is the default damage scaling of it is horribly low, rendering it an inferior version of the Resist Fire spell.
The spell says it would add to the **Armor Rating.** it might've been cut from the final version of morrowind, but these elemental shields are expensive AND horrible, it might aswell give proper elemental _Shield-Ing_ for mercy if anything..
