   To be fair it's implies sleepers are "sleeper" agents meaning they are ordinary folk that are agents of dagoth ur awakened at certain points in you progression to take you out

      Good point, but you're not attacked by Dreamers (who still look like regular Dunmer), but by Ash Zombies, IIRC. That ought to be harder to conceal.

      The only justification you can make is teleportation magics. There's no way an Ash Zombie would make their way inside a Dunmer or Imperial settlement unimpeded.
