Do I need to keep my dead character's saves for the mod to spawn their bodies? I've had the mod since the day after release and have lost an unreasonable number of perma-death characters but I've never run into any of them. One Life to Live softlocks your saves after death so I always delete them but it made me wonder if maybe the reason I'm not meeting anyone is because the mod requires me to keep those saves to load the character data.

It works with OLtL - I've tested it. But the chance of spawning any of the dead characters is not 100% by default. (You can change this in the mod settings) Also there is a delay between attempts to spawn. All data about fallen characters is in "\Data Files\MWSE\mods\diject\remains_of_the_fallen\map\" (you can check it) and doesnt depend on game saves

Very cool! So to be clear I won't see anything until I start a new game with a new character (after dying on an old character with this mod enabled) ?

You won't see anything on your current character, but you can meet his corpses on others. For the record, the mod doesn't add permadeath mechanics.
When you enter on a character, the mod assigns an ID to that character. You cannot meet the corpses of a character with the same ID as your current character. But the ID is stored in the game's save file, and one character from the game's point of view can have different IDs if you played that character without the mod. But this is not a big problem.
You can meet the corpses of the same character multiple times (customizable in settings), but the mod tracks the death number and gives character corpses a new name accordingly. For example, “Todd the 5th”
