fixed bug where "read books outside inventory" setting would prevent books from being able to be picked up
added new "use context" option to the "study books outside inventory". this is now the default option. it will allow books to be studied without being picked up, so long as the owner of that book isn't a guard or bookseller, and that person likes you. if a faction owns a book then you need to be the right rank to study it.
if a skill book is not in your inventory and you can't study it for whatever reason, the UI will now tell you why
