When you first get the spell there will be a popup asking if you want to enable upkeep costs or not.
Upkeep takes 25 off of your max magicka when the spell is active(100 max --> 75 max). And refunds it back + 20 magicka, when dispelling.
Example: Your max magicka is at 150, Casting the spell costs 75: -> 75/150 Magicka. Upkeep costs 25: -> 75/125 Magicka. Dispelling the spell costs 75 for another cast: ->0/150, and you are given a little refund for keeping it up:-> 100/150 Magicka
Khajiit are exempt from the NightEye cost when upkeep is enabled but not the Light cost
It adds spells called Spirit of Light, and Cats Eye to Eraamion (Caldera Mages Guild) & Heem-La (Ald'ruhn Mages Guild), that toggles a permanent 20pt Light Effect, and a 45pt Nighteye Effect. Casting again disables the effect.
The spells are a bit expense to buy/cast because it felt right for it, if you want them to be cheaper its real easy to modify the spell costs in the Construction Set.
The spell is added to their spell lists through a script so it should be compatible with mods that modify those guys
