Adds a questline to the Balmora Temple

Overview

This mod adds a five quest long questline to the Temple in Balmora. The other Temple questlines in base Morrowind are in places where the Temple holds a lot of power, such as Vivec, Ald'ruhn, and Molag Mar. Since these take place in Balmora, they're more about the Temple having to live with and accommodate the Imperials and deal with House Hlaalu. Four out of the five quests have multiple endings.

Quests

The first two quests can be done at any rank after you've completed the Seven Graces. They're more mundane tasks, such as delivering supplies to the Hlaalu Canton Temple in Vivec, but I've added encounters along the way to make them interesting. You have to be at least Adept rank to do the second three quests. Those involve things like dealing with a false prophet in Hla Oad and earning a Hlaalu Councilor's loyalty to the Temple. If you played my last mod, these quests are a little bit more in-depth than the ones in there.

Compatibility

This should be compatible with most things. I did not edit anything inside of the Balmora Temple, so it will be compatible out of the box with Damius' Balmora Temple Redone. It's also compatible with anything that edits Balmora itself, such as BCOM and Seat of Power of House Hlaalu. It will also be compatible with anything that changes the other Temple questlines, such as the Redux series. I added NPCs to the Ald Skar Inn and to Ules Manor outside of Suran, so anything that heavily changes either of those cells may be incompatible, but I don't know of anything that does this.

There is a major conflict with Mines & Caverns that was pointed out to me relating to the cave Zanabi. I wasn't aware of it until recently, but console commands will be required to complete the quest with that enabled. I'll look into making a patch.

There is also a conflict with the original version of "Better Sounds". For some reason, it changes the name of all the cells in the Bitter Coast Region to "Bitter Coat Region". A few lines of dialogue in the final quest are filtered to the Bitter Coast and they will be inaccessible with that installed.
