A little bit of feedback after using the mod for a bit:
I really appreciate reducing the clutter in the spells list -- I don't want to pause my game every 2 seconds to make use of enchanted items, so the CE is a huge plus.
These CEs don't seem *too* overpowered, though maybe a few are too much:
the thong of the zainab feels like it should be a late game item, given the benefit to mobility it offers
other fortify attribute CEs are perhaps a smidge too high (especially considering the incarnate items are from failed nerevarines -- why are they better than daedric artifacts?)
I don't know how I feel about the CE restore effects of the Hortator items. It seems simultaneously overpowered and unwhelming. +2 magicka lets me cast a lot of weak spells, but doesn't help with any big ones the way the original fortify enchantment did. Maybe it's fitting for the telvani to offer this to their hortator, but I don't know.
Overall, I think this is on the right track. It would be great to do some more brainstorming for a 2.0 version. (edit after more mid/late game playing with this mod-- I think the benefits of almost every item could be reduced by 1/2 and they would still feel powerful. This is especially true for the fortify attribute / restore effect clothing items. I don't think the weapons are too OP).
