      No there isn't. I'm not familiar with using the vanilla construction kit since I don't play vanilla. However, this mod is quite simple to make. No scripts, just changing the enchant values by hand. Idk if renaming .omwaddon to .esp would work.
      
      Edit: Ok, I just tried renaming a .omwaddon copy to .esp and running it. I don't notice anything off at a glance. However, this is still based off of running on OpenMW.

      Didn't know you could just rename an .omwaddon file as an esp and have it work in vanllla.

      It probably works only because the mod was just for editing items of the existing record type, armor. I doubt this will work on complex mods.
