One of my biggest pet peeves in Morrowind is how pitiful custom enchantments on armor can be. The overwhelming majority of armor sets are dogwater for enchanting. You'd need at least a set of ebony armor to make something useable. Even then, they'll pale in comparison to the already existing enchanted items you can loot.
This mod attempts to make enchanting worthwhile on all armor types and high tier armors extremely enchantable without taking shortcuts like fEnchantMult.
The values for each armor set follow a standardized set of enchantment values which are then multiplied to best fit their tier in gameplay.
The base enchantment values are as follows:
Helmet - 20
Cuirass - 15
Pauldrons (x2) - 10 (20)
Bracers/Gauntlets (x2) - 15 (30)
Greaves - 10
Boots - 15
Total - 110
Shield - 40
Tower Shield - 50
No longer are pauldrons and greaves pitiful for enchanting! Every armor piece is now capable of holding at least a modest constant effect enchantment.
The total values for each armor set is listed below. Note that shields and tower shields are not included in these values, but are still changed with respect to the base values and how they're multiplied. Also, because armor sets are not complete (such as Indoril armor lacking greaves) the actual total value of a given set may be lower than what is listed. I only listed the values as such to make easier points of comparison to other sets.

In vanilla Morrowind the total enchantment value of a set of ebony armor is 200.5 without a shield. A set of daedric armor as a total value of 300.8 without a shield. The low tier armors now offer a comparable level of enchantability as vanilla ebony and mid to high tier armors easily surpass vanilla daedric. To state the obvious, the new enchantment values are completely subjective, but I've tried to consider the weight, armor rating, armor class, coin value, and rarity in the game to come up with these values. Heavy armor remains as the most favorable class of armor for enchanting, light armor remains as the least, etc.
