Click on the "Data Files" icon and then on the "Data Directories" tab.
Click the "Append" button, locate and select the folder you created, choose the folder path with "Morrowind World Randomizer" in the list and click "Ok".
Then enable "morrowind_world_randomizer.omwscripts" in the "Content Files" tab.
Next, you can turn on the mod at any time in the Settings in the game. All mod settings are individual for each character.
